Scrape off what is loose, fill, sand, prime and only then paint. A properly prepared wall takes two coats and holds; a badly prepared one will not hold with four.
Outside you add crack treatment and a paint that lets the wall breathe. Sealing a damp facade with plastic paint guarantees it will blister again.
